Proposed 17th District PTA Bylaws Amendments

PTA members will be asked to adopt the following amendments to the 17th District PTA Bylaws at the May 16, 2009 general membership meeting being held at Bayside S.T.E.M. Academy, 2025 Kehoe Ave., San Mateo, California. (More details about the meeting will be posted soon.)

Per PTA policies, notice of a vote to adopt bylaws amendments must be published at least thirty (30) days in advance of the vote; this post constitutes such notice. Amendments require a 2/3 affirmative vote of the members present in order to be adopted. The seven proposed amendments are posted below.

Amendment 1: Amend Article VII, Section 2 by eliminating the position of Seventh Vice President of Budget and Finance.
Rationale: The Board of Managers concurs it is not necessary to have a vice president of budget and finance. The Board of Managers already includes of a treasurer, financial secretary and auditor. It has been difficult to fill the Seventh Vice President position in past attempts.

Amendment 2: Amend Article VIII, Section 2, by eliminating Seventh Vice President and the position’s duties.
Rationale: The position and duties of the Seventh Vice President were eliminated in Article VII, Section 2.

Amendment 3: Amend Article VIII, Section 5, b., by changing the words serve on to Chair and changing the words assist in the preparation to prepare.
Rationale: The duty of chairing the budget committee and preparing the budget was that of the Seventh Vice President of Budget and Finance. With the elimination of the position, the duty of chairing the budget committee and preparing the budget for presentation to the district board will return to the treasurer.

Amendment 4: Amend Article VIII, Section 4, f., by striking recording leaving the word secretary.
Rationale: There is only one secretary. No designation is necessary.

Amendment 5: Article XIII, section 3: Amend the quorum of our annual election meeting from 21 members to be 25 delegates representing eight local associations.
Rationale: This amendment is to comply with the addition of Section XIII, to District Bylaws, revised June 2008.

Amendment 6: Amend Article X, Section 10 by striking out entire section. (Advisory Board)
Rationale: The Board of Managers concurs, the advisory board has not been used in many years and is not needed.

Amendment 7: Amend Article X, section 11, by striking out entire section. (President’s Roundtable.)
Rationale: The Board of Managers concurs the roundtable is no longer effective. All council presidents are part of the District Board meetings as stated in the bylaws.
